Dim ond un agwedd ar y Rhaglen Trawsnewid ADY gyffredinol yw Deddf Anghenion Dysgu Ychwanegol a Thribiwnlys Addysgol (Cymru) 2018. Wrth wraidd y diwygiadau hyn mae ffocws ar gynhwysiant; rhoi plant a phobl ifanc yng nghanol y broses a sicrhau eu bod yn cael eu cefnogi i gyrraedd eu llawn botensial.
Nodau cyffredinol y Bil yw creu:
-fframwaith deddfwriaethol unedig i gefnogi plant a phobl ifanc 0-25 oed sydd ag ADY mewn ysgolion ac addysg bellach;
-proses integredig, gydweithredol o asesu, cynllunio a monitro, sy'n hwyluso ymyriadau cynnar, amserol ac effeithiol;
-system deg a thryloyw ar gyfer darparu gwybodaeth a chyngor, ac ar gyfer datrys pryderon ac apeliadau

Additional Learning Needs and Educational Tribunal (Wales) Act 2018
The Additional Learning Needs and Educational Tribunal Wales (ALNET) Act 2018 is just one aspect of the overarching ALN Transformation Programme. At the heart of these reforms is a focus on inclusion; putting children and young people at the centre, and ensuring they are supported to reach their full potential.
The overarching aims of the Bill are to create:
· a unified legislative framework to support children and young people aged 0-25 with ALN in schools and further education;
· an integrated, collaborative process of assessment, planning and monitoring, which facilitates early, timely and effective interventions
· a fair and transparent system for providing information and advice, and for resolving concerns and appeals;
